The app's UI will make Modern fans quite happy as it almost looks like a mini-Windows 8 Start screen. Simply swipe over to see Home, Profile, My Network, Interesting, Recent and more. Each category pulls from the PicsArt website, and acts as a repository for other people's images that you can then browse.

Find a photo you like? You can 'Like' it, leave a comment, copy image URL or message the creator.

Accessing photos on your PC, network or linked Facebook account, PicsArt is a handy photo editing tool as well. Users can create collages (Grid, Frame, Background), take a photo, or pull up you camera roll. If you're into drawing, you can do that as well with the 'draw on photo' or 'draw blank' features. Tapping the FX button gives you quick access to the built-in photo filters, letting you quickly modify your images for posting on social networks. Filters are not an all or nothing affair, as you can control the intensity through brightness, contrast and fade sliders.

Other editing features include:

  • Tool – crop, free crop, shape crop, color, resize, clone, etc.
  • Draw
  • Mask
  • Clipart
  • Text
  • Add Photo
  • Frame
  • Border

There are also a quick undo, save and share buttons, letting you post the image to PicsArt, Facebook, saving to Gallery or making it your Lock Screen. A cool notification pop-up will tell you when the image posts.

While the base PicsArt app will satisfy most photo buffs for hours, you can selectively install additional content with various themes, including Retro, Wedding, Japanese, Independence, Summer and Scrapbook. The add-ons don't cost anything, so feel free to add them. Change your mind? You can uninstall each theme with one button.

What the hell? Its a lucky draw!!!!!. Then I am doomed too. You are not alone, bro. Its the same way I feel like you too. They never mentioned that they would pick the winner randomly. Then why would have we some guys posted an article like review on the app so well and clearly ,detailing the highlights of every apps. I am from India. Most hidden gems article WP Central posted was at midnight's according to our region. So, In order to be one of the first to write a detailed and genuine review on each apps and games you guys posted, I have spend my night without sleep to check the apps and give a well defined comment on UI, Bugs, Improvements needed and after all that suddenly you are saingthat its a raffle.if our hard works were for nothing then I feel shame on you WP Central. I feel you bro.This article came at 4:00am in my country(Pakistan) and I was awake just so I could write a review.And then I found out it's a lucky draw anyway(Not in the articles but in Daniel's comment!).I feel robbed now. :'( I don't even want to comment on Hidden Gems articles :'( WPC,Contest in my country is not equal to a lucky draw.You should have made that clear before hand that you just wanted a useful(constructive comment).Many of us wrote thorough reviews to tell the devs about the bugs/improvements they could do in their apps to make it better and now you suddenly drop this bombshell on us that it's just a lucky draw which a person who just wrote "good app" can also win. #UNFAIR

did you guys really expect them to read every single review? >.< the only way this contest makes sense is to make it a lottery... they said from the beginning that you would have to have content in your post, more than just "downloaded this app" but as long as your content was meaningful it would count as a entry for a drawing at the end.

The drawing is random. It's absolutely NOT about being the first to comment. It's just about puttin gin a comment, regardless of when you put it in.Whether it's 12 AM, 4 AM or 11:30 AM, as long as you have a comment, regardless of when you posted or the content of the post, you're entered.

It has the best UI among all the hidden gems apps, not the fastest (i would say 512 and there is a lot of photos)
it's the only app that will stay in my app list from gems apps
What i like: well, it has everything me or any normal person will ever need for photo editing and it's FREE, even in app downloads are for free !
it has Cool metro UI, which i prefer :)
it's IMO one of the best editing apps if not the best
what i didn't like is the live tile, i mean come on every app has a problem with live tiles the large tile isn't cool !
after all, i'll definitely recommend to install this app 10/10 !

I hope they will add an undo button in drawing, not just simply erasing the whole canvas. There is such feature in the Android app SketchBook by AutoDesk. But the other features are very workable. Cheers.

I think FreshPaint has by far the best set of features and implementation in the "drawing" category...although this app is rather in the "editing" category.

Why is the Hidden Gems series hidden?  I check http://www.wpcentral.com/hidden-gems but it doesnt get quickly updated with the new Hidden Gems posts and I have to use search to find them.  Plus they never show in the Articles section of the site.

App installed, it feels nice, I'm drawing ice, there's no price, guess I'm gonna chasin' mice, photos look like adding spice, would be helpful, parts to slice, kids are throwing up on dice, cropping rice, cloning it trice..

All functions are working nice, needs to be reporting twice, sometimes app just shut self down, made me look like freaking clown.. O.o

It's good app for hone but it should have more features when running on a tablet or any faster device

@WPCentral: In our region, we generally refer to “contest” as an event where the best among all the participants are chosen as winners but everyone’s work is appreciated and certified. I thought it to be similar to that (ecept that its "worldwide") since I couldn’t find that the winners will be chosen “randomly” in hidden gems, in any of the articles written to-date until Daniel mentioned that as a reply to a comment above. There was a mistake on my side too, I never asked. I apologize for my misunderstanding and yeah I’m broken.  I guess I never thought otherwise and started hoping too much :’(

*REVIEW FOR WINDOWS 8.1 PC VERSION*

Well, to be honest, I love photo editing apps than any other kind because I love painting and editing ;) and this one is really awesome.

FIRST IMPRESSION (10/10)

Can’t believe it has this much potential and still consumed only 12 MB of size in the store. I think any photo editor should try this once, no matter what version of Photoshop he is running in his computer. And its free, so there’s no room for any argument on its price.

Secondly, it’s a universal app. And I just love universal apps!

WORKING + BUGS (7/10)

Installation: I successfully installed the app but again, I couldn’t find the app in my Windows 8.1 start screen. Kindly fix the option that enables the function.

Registration: I think it’ll be better to replace the “Sign in” tile with a “Sign in / Sign up” tile. Just like me, any other guy would immediately look for a “Sign up” tile after seeing the first one.

Performance: When I tried opening an image (2.3 MB) in size, this was actually taken by my Digital camera, the app lagged for few seconds and then automatically went back to the Splash screen. I’ve a laptop with decent RAM and processor. Kindly fix this bug as well (or at least mention the maximum accessible size of image in the description). However, when I opened another picture (734 KB to be exact), it worked just fine.

Little Bug: The names of the “Effects” under  “FX” are unreadable because its hidden by the scrollbar. And you can’t actually read it unless you tap / click the scroll bar which then turns translucent.  I’ll suggest to put the effect bar a little above the bottom of the screen.

Multitasking: Suppose I’m in middle of editing a picture and minimize the app for few minutes and browse some internet, then when I come back, whoa!! It’s gone! I just see the Splash screen. So I guess, background tasks should be improved.

I’m not sure what “My Network >” section does. In my case, it just shows some grey tiles under the title.

SOCIAL + SHARING (10/10)

Being in the world of social networks, this is something we often look for in every app. And luckily, this app provides a “Share” option. Good job developers!

It’s my second favourite photo editing app in my phone after Fantasia. And now its my favourite photo editing app in my PC (just because it works way slower in my phone, 520 but fast enough in PC).

And please look for the bugs I’ve mentioned, other than that, I’m in love with this app ;)

P.S: WPC, you can delete this comment if you feel its misleading or misinformative. I loved WPC ever since I bought my 520. I'll love it forvever. Opening my phone to check latest WPC articles will definitely be my first thing right after I wake up in the morning (or sometimes day). But the impression I had for WPC will never be the same again, not, even if I wanted to.

Ok,here's my review.But first I want to say something important.WPC,you disappointed me for the first time.I thought this would be a fair contest for the first time.Everybody would get an equal chance and the best review in each of the hidden gems would decide the winner so I worked so hard,used all the hidden gems apps for a long time.Spent my time writing a long and thorough review only to find out that it's just another RAFFLE.I'm really disappointed because for the first time I thought that I could finally win something.I would have not even known now if I hadn't read Daniel's comment above.In the Surface Pro 3 article you guys clearly mentioned that it was going to be a raffle.In these articles,there were hints as well but no clear indication.You guys told us to write good comments to help the devs and so they get feedback.I did just that,wrote thorough and good reviews in every article just to find out today that it's just a lucky draw contest.Sorry if I misunderstood your opening article but maybe you should have been a bit clear about what this contest actually was.Now,I know my chances are slim to none and I'm heartbroken.I don't even want to write a review but since I already said that I will,here you go:-

Looks like I did a fatal mistake by writing the reviews.
Now, I need to explain each of you what I've been already saying in the whole conversation. First, Daniel has already made us everything clear, and obviously the reviews we're writing now are not for the hope of winning prizes, it's to help the developers so its not going to affect your chance of winning by any way. Second, I repeat, the random winner selection was not mentioned in any of the articles till date, not even in the introductory article, and by the time it was mentioned in the page you're referring, the contest (sorry, lottery) had already began (see the article dates in case you don't believe) so that's obvious none of us knew that (and many others who keep asking Daniel for the manner of winner selection). And yes, I've been keeping an eye on each hidden gems article from the very beginning so I'm pretty sure what was published when.

My Belief: Only those will agree with this guy (Usama) who've actually worked hard to review every app. Others (leaving a word for a comment or a sentence) will try to let him down.

Gautaum/ Usama look at my reviews, I worked hard too then realize it was a raffle. I went to read the Hidden Gems article them realize it was my own fault. Things happen.

Yeah, knowing its a raffle, already after working this hard, hurts. But I want to know did they ever said its a Raffle? Or that winners will be picked randomly? I rechecked every single article only to find out they didn't. I'm not sure if that's my mistake. It hurts becuase unlike few others, my reviews are 100% original. I didn't copy a single line or style of writing from anyone else's. This was another reason why I always wanted to comment first and finish my review first - others couldn't say I've copied.

Read the highlighted part, WPCentral clearly stated you can write a constructive comment of 2-3 sentence to take part in the giveaway.

They didn't tell any word limitation either.
"Constructive" comments are ought to take some space. And if "Wow! nice app, I love the design and the functions!" is a "Constructive" comment or that "it'll help the developers", I should start learning alphabets, from Kindergarten classes right from the beginning. Alright then, I used the “picsart” for a long time on my windows phone. Not because I wanted to give a well defined review on the app ,its because I loved this app. I spended a lot of time taking new photos with the inbuit “camera” , editing those photos, posting it on picsart and checked out photos posted by other people. I have seen this app in the windows phone store many times but didn’t care to download it. Now I think this is the best photo editing app on windows. But , I don’t think this should be on “Hidden Gem” because this app is already a world known app. There are lakh’s of users already. Anyway thanks for noticing the public about this app is also available on windows 8.1 . From the comments I read on this article, I think this app is even more rocking on Windows 8.1. I couldn’t use it on a pc or tab since I don’t have any. So , I am gonna give a review on what I liked about “Picsart” on my phone. But unfortunatly I can’t give a comment on ‘what I didn’t like on this app’ ,cause there aren’t any.

When I first opened the app, the splash screen with the name and caption :”Where every one becomes a great artist” was really impressive,
I liked the main screen with the banner showing advertisement about the app. Other features like ‘Effect’,’College’,’Draw ‘,…….. were arrangedwith different colours were very attractive.
The app is only 13 mb and has a lot of features worth more than 30 mb.
The inbuilt camera option was very professional .
UI is very nice. Its simple to use this app and the graphics and sliding was smooth .
……………THINGS I MOST LIKED ON PICSART (WP)………………
Totally I liked the app so much. There ain’t any problems ike bugs and all.If I write about “what I liked on the app” , then I will have write every feature of this app one by one. So I am gonna make it short with only writing what I saw exceptionally Perfect features and how these features are usefull .
MAIN MENU:
The inbuit camera was a nice idea and is a quality one except that it lack features like focus, Brightness,…….
The “Draw” and “college” feature was so good. No other apps on windows phone give such many options like size, opacity, and all. Even apps built only for drawing don’t have features like opacity.Collage was superb too.
PICSART “Shop” is a very good store just like WP Store. It loaded ver quickly even on my very slow 2g internet connection
The main Feature about the app is that we can import photos from Facebook, Cloud, Picasa, Google and so on
MY NETWORK:
Its an impressive way to follow someone or the photos , so that we can keep track of our intersts
INTERESTING:
Surely I loved it so much. The photos shown are marvelous and it even upadate every minute.I was like “which photos to save first”, its that fantastic. But it lacked the feature to save photos directly.Insted we have to copy URL and have to browse on internet.
CONTEST:
A best way to reveal our talents on Photography and Drawing to the world.Unlike most other apps , PICSART contest several competetions every month.
TAGS AND ARTISTS:
Another quick way to find photos. Through tags it makes easy to find photos related to a topic, like World Cup.And thrugh Artists , it make easy to find photos of our favorite photohgrapher.
……………….WHAT I LIKED (WINDOWS PC)……………..
From the above given photos in the article,I think the features on Windows 8.1 are same as that is on windows phone. The only difference I found on the picture is that there is an option to make the photos as Locksscreen which is not there in the phone.other that that, the difference is the way in which things are arrtanged on windows. I couldn’t find anything new unless I had a Windows 8.1 device.

The app has a very good built in quality. I found many unique features in PICSART that other apps do not pocess. PICSART is the best for editing and sharing of photos.I think its much better than Instagram.

Looks like you're in the same boat. Yeah that's what I've been saying, they never said its a Raffle or a Random winner contest. Had I known earlier, I could simply skip this contest because I know these contests are meant for "Lucky!" people and in my 17 years of life, I've come to know my luck has never been any good (see this scenerio for example!). But I believed in creativity, honesty and hardwork and see where I'm today.

Then you didn't click on the link provided by Ken Xia.  The last sentence of the third paragraph shown clearly states: "The winners of the prizes, selected at random from the comments, will be announced at the end of the series."

I feel you man,I wrote long reviews discussing every aspect of the app in the hope that the developer might find it useful and I might stand some chance.But now I suddenly find out that people who just wrote "Neat app" are on the same level as I am.Blasphemy! >_< If they had mentioned that it's a random raffle or something like that,I wouldn't have evn participated.I had a strong fever on Saturday and I still remained awake at night till 2:00 waiting for the article.Then I tweeted Sam and he told me that it's only from Monday to Friday so I should "go to sleep".

I really don't know what went wrong here and from who's side.This was possibly the worst thing and I never expected it from WPC.The article certainly wasn't clear about what we should do and they certainly missed out important points.They should replace the word "Contest" with "Raffle" now because that's what it actually is.

Can't agree more. Just my feelings. That "Each.Day." word bugged me too but then I realized it must be excluding Saturdays and Sundays. But they shouldn't have highlighted that word separately.

And I'm pretty sure a lot of people asked about the hidden gems articles in comments of random articles who were waiting for it in Saturdays and Sundays (I replied to some of them as well).

Hey, Gautham. Just like today Daniel replied to one of the contesters dought. We should ask him the very next time he post the next hidden gem article. Lets see what his replies are. According to game rules , we should be the winners. Its there fault that they didn't mention it was a randomly selecting lucky game. Anyway, rules are rules , right? According to the information, this contest is behalf of microsoft. Lets give them a complaint too. If they saw multiple complaints,I hope they will help us.

Guys, first of all, we're all human and sometimes we make mistakes or don't write as clearly. It's not easy getting up each day and writing for hours and hours and having every word your wrote interpreted perfectly. In that sense, our apologies for the misunderstanding.

From my perspective, I thought it was obvious that to "enter" the contest, the comment had to be constructive. After that, it wasn't so much about who wrote the best one (though we may consider that), but rather taking the human bias out of the equation and having it bit more randomized.

I'll clarify more going forward as this is the first complaint I've heard, but I understand where it's coming from.

This job can be hard sometimes and we don't have a guidebook on how to prepare for everything, so yes, we will have bumps along the way. Simply emailing or contacting us can help us in that process.

When has WPCentral EVER run a contest involving comments that wasn't random?

 

It's an honest question.  Maybe I missed something along the way, but I don't recall there ever being a drawing for this site that was not random.

Thanks Dan. I was expecting a reply from you basically. I apologize if our overall reactions created a negative impact to the WPC users. It was not our intention but as I believe our sense are sometimes subdued by our emotions, specially when we are dedicated in doing something and realize we were doing nothing.
I'm hoping you won't fire us for doing this as your phrase looked a lil bit... "but I understand where it's coming from" ;)

Thanks for replying us . I am also surprised as Usama is for you apologising for the mistake. I'm also sorry for behaving a little violent recently, Who wouldn't be?. I support what ever Gautham has said. Even the part about commenting on the next comming gem article detailed as we did before. We came too far to stop now. But I got to say that, your language is a little difficult for me to understand. No offence mate, I don't want to start a war. These reviews were meant for the developers (which I've already mentioned). I'm sorry if you had to spend 2 extra seconds scrolling the page, I'm really sorry.
P.S: I'm a developer. I publish apps from WP app studio (later edited in VS Studio). Eg: "Cortana's Guide"... Personally speaking, I love reading detailed reviews because it actually helps me more than the reviews that say "I hate this app!" Or "I love this app! Fast and fluid!" without reasoning why they hate or like it.

I also have 4 or 5 but I use Fhotoroom 99% of the time. It is simple and practical for the rare situations in that I need to edit something. Sometimes I use Fantasia Painter.

I tried several editors, but I always end using Fhotoroom. So, it's time to see if PicsArt will replace Fhotoroom

Pretty cool app, I like how it's laid out. I like the extensive collage options; I'll probably use that more than anything else. The filters are cool, too, but not really my thing. I'll definitely use this app going forward.

I absolutely love how easy it is to grab pictures from your social media albums (including OneDrive) to import into PicsArt.

I've enjoyed using the app on windows phone. It easy to figure out for the less than tech savvy person. I'll have to check it out on my PC.

Great app design it's fast and fluid. What I don't like is the time it takes to render effects but other than that it rivals paid apps in this category!

The UI is nice, but the app itself falls kind of short of the likes of Fhotorom and Foto and those ClipArt thingies are annoying. Still, it would be an app for me if it had some more editing options (sharpen, saturation, etc)

What's good about this app is that you can login signup or login using many different services. Also there are many useful and fun ways to edit and share photos. That being said, I didn't particularly like the size font used to apply filters to the photos in particular because they can be hard to press on. I have to try the win 8 app to see the differences. Glad to see more and more universal apps being introduced!

The app is really great. It provides a lot of features. In fact it allows me to double exposures. I would like to recommend that maybe they should fix the speed other app as from my experience of using it on Lumia 620 sometimes it will take too much time too load the app or even the edge effect. The UI is also not quite fresh and great design. well all of my comment based on my experience on phone. The issue of using it on laptop is that we need the internet connection.

The interface is intuitive and simple to use. I like option to download various filter packages. One thing that bothers me is that each time you go to your camera roll to choose a picture you're presented with your oldest pictures on rip and you have to scroll all the way down to choose your latest picture.

I might be alone, but I'm hoping we don't see such a Metro/Modern trend where a lot of apps start looking just like the operating system.  I like each app to have their own personality.

This is one of my favourite photo editting apps that I  have on my phone. And what makes it so good? It has a greeeeeeeeeat range of feautres including, but not limited to:

  • Adding text on photos (I have been looking for such an app on WP for so long, and now that I have found one, it's a keeper).
  • A great range or filters and effects.
  • The ability to add borders / cipart and maks.
  • It allows you to join a social community where people can see and share their works. I personally don't use this aspect of the app, but it may be good for those that do enjoy that kinda thing.

Would highly recommend this app :)

I feel while it is easy to use it misses out on some of the more advanced features (at least on WP) that apps such as Fhotoroom or Fantasia Painter include. But I guess at the same time it's not meant for that. So for the casual user it's probably a very good application.

I love this on my phone and its pretty awesome on my tablet too. I love the frames available as its hard to find an app with frames that aren't horribly pixelated. I think it would be nice to have the ability to swipe on the picture to go from filter to filter but my tablet has enough screen space that it isn't a requirement. Also, it would be nice if there were a way to edit text without have to hit undo multiple times to delete the text. All in all, despite the limited text editing, it's an awesome app. :-)

  1. I'm adding this section just to say that my eyes popped out of my face when I opened the app. Too much things to try and play! Loved the first look!

  1. As a Spaniard, I love that the app is in Spanish and well translated!. You don't see that very often and it's really appreciated.
  2. I really like the UI. I'd like it more with a larger font. Just a bit. A tiny bit. Tenny tiny bit.
  3. Options galore!. And how cool it is! Take a picture and edit it right away, pick an already saved picture, share it, look up tags and featured pics, draw... even contests?! Jesus. (PS. It even has a store to get even more stuff... MOAR!)
  4. Love the effects and the collages possibilities.
  5. Lots of (and useful) settings.

  1. This is more like a suggestion. The preview images when editing and adding efects and too small for my taste.

  1. If this app has been on the store for a long time, I must be blind or plain dumb. This is a really great app and really useful for photography addicts or amateurs (like myself). A must-have and really glad to have this kind of apps on the store. Very good job!

This app looks amazing and blends perfectly with the windows phone UI! This app is one of the best apps I've ever used to edit my photos on my 1020. Its great and useful. I find really nothing that brings down the app at all!

I use this app much on my L925. Look it just works right.the app layout is almost perfect. When you are working with a photo. Its very easy to use what is even better is the way you can undo what you have done. Going back to readjust something. The developers on this app left very little undone. I like this app.

- The interface is clean and consistent accross platforms and

- the tools are plently.

 

However, there are some minor things that I would like to see improved and those pertain to the UX.

- For example, when editing a picture, either on the phone or on Windows, the arrow with the circle isn't the most intuitive way to find the tools. I would suggest a change in the icon to make it more clear that you can access other effects through there.

 

- On Windows, there's a problem with the app, specially for us who use desktop a lot. You open the app and start working on a photo. All is well.

But if you need to go back to desktop to to other things like go to the web browser (not everyone uses IE in Metro. Sorry. Some of us prefer Chrome and Firefox), go to any Office aplication or go to another of the millions of programms that run on the good side of Windows (desktop), then when you go back to the App, the app has restarted itself. Your work disappears into the "recent pictures".

Sure, at least it saves the recent picture you used, however you lose ALL the work you may have done in it. In that sense, the app on Windows is not multitask friendly.

The app is amazing... Change nothing

This is one of the coolest photo stops in our store. The collage ability of this app is superior than all others, but it is a bit slow when traversing a pic from the hub to the app for editing but the overall impression is good

wow, that's definetly not what I expected. I came in fully expecting a functional photo editing app, but it's so much more than that. A lot of people have already praised the interface and the endless creative possibilities, so I'll focus a little more on the social aspect.

 PicsArt it's actually a community revolving around photography, photo edting and drawing. It includes everything you would expect. from comment to likes to views. It also features organized themed contest and collection of active (and amazing) artists.

All things considered it's a different experience from the usual and it offers more editing power than, say, instagram. A nice app to keep handy, and an interesting community to spend a little time. if you're inclined. All of that for the dazzling price of 0$. Amazing.

A nice looking app, I like to community aspect fo it and it has a fair amount of options, the masks are a bit tacky imo but the paper effects make for some quite unique images. Overall, a really nice, simple, and powerful app. Well done PicsArt!

The app is quite nice (Windows 8.1). I like the focus on getting things done easily and fast (perfect for some quick corrections without open photoshop or gimp every time).

However some sort of history, showing all effects that are present and letting me apply and unapply them would be a cool feature :)

PicsArt is really an amazing app to edit pictures according my needs. I don't need many different apps to do the editing, because no single app can do what PicsArt does. Now I have a complete editing tool and it available on Windows 8.1.. How great it that..

First time I opened the app, nothing came up welcoming me or giving any hints or tips on how to use the app. I don't use photo editors often, so this was a little disheartening. It would be nice to have a tutorial or a couple examples of how each tool can be used. In addition to not fully understanding how the features works, I was a kind of expecting some cool tools to be there that weren't (and if they were, they were a little too well hidden), like the ability to trace a certain part of a picture and change the color (NBA fans who want to see what Wiggens would look like in a Cavs or 76ers jersey would love this!). I don't know if this is too much to ask for on a free app, but that was one of the biggest pluses: it's free. I like how the app didn't have an annoying pop up asking to donate in the first 3 minutes of using it, but it would be nice to see a tile specifically for donation purposes. Some people want to support their favorite developers. The final issue I have with the app is the "modern/metro" UI. I know it's a Windows 8 app and there are suggested guidelines, but the app looked empty on my Surface RT and the interface looked like it was "modern" just because it was Windows 8. It'd be nice to see a refreshing and inspired take on the "modern" interface, especially because it is an art app! There are some apps I use just because of their great interface (Mint is one of them on my RT, but the WPCentral app on mobile looks great too).

 

With all of this said, I love how smooth it ran on the RT. That is what is really important. I didn't get any errors or any delay. Keep on keeping on, Mr. Dev. Have a great Wednesday!

My type of app, love the UI and a true universal app, will be sure to download (the sub text is: Notice my comment, I didn't even like this app, especially if it's above my price threshold of $0.007) :P

Great app, full feature but has an android like design. One of the bests image editors for Windows, but isn't very attractive to MS fan's eyes. If it looks more like other apps built for Windows, it'll would be perfect ;)

This app is awesome. The UI is very smooth and is in every essence speaks of WP. It would be better if it can integrate with the albums more for example let us sort the cameras roll by date just like in the native album of WP because boy scrolling endlessly is so hard I'll tell you that.

Heys guys, I am not feeling well. I got very sick and i'm resting at home now . I couldn't go to school either. I am also having a head ache. Anyway I enjoyed the 'Picsart' app and have edited some photos and posted it. Its nice . It might take some time for me to post the review. Alright then, I used the “picsart” for a long time on my windows phone. Not because I wanted to give a well defined review on the app ,its because I loved this app. I spended a lot of time taking new photos with the inbuit “camera” , editing those photos, posting it on picsart and checked out photos posted by other people. I have seen this app in the windows phone store many times but didn’t care to download it. Now I think this is the best photo editing app on windows. But , I don’t think this should be on “Hidden Gem” because this app is already a world known app. There are lakh’s of users already. Anyway thanks for noticing the public about this app is also available on windows 8.1 . From the comments I read on this article, I think this app is even more rocking on Windows 8.1. I couldn’t use it on a pc or tab since I don’t have any. So , I am gonna give a review on what I liked about “Picsart” on my phone. But unfortunatly I can’t give a comment on ‘what I didn’t like on this app’ ,cause there aren’t any.
..............FIRST IMPRESSION……………….
When I first opened the app, the splash screen with the name and caption :”Where every one becomes a great artist” was really impressive,
I liked the main screen with the banner showing advertisement about the app. Other features like ‘Effect’,’College’,’Draw ‘,…….. were arrangedwith different colours were very attractive.
The app is only 13 mb and has a lot of features worth more than 30 mb.
The inbuilt camera option was very professional .
UI is very nice. Its simple to use this app and the graphics and sliding was smooth .
……………THINGS I MOST LIKED ON PICSART (WP)………………
Totally I liked the app so much. There ain’t any problems ike bugs and all.If I write about “what I liked on the app” , then I will have write every feature of this app one by one. So I am gonna make it short with only writing what I saw exceptionally Perfect features and how these features are usefull .
MAIN MENU:
The inbuit camera was a nice idea and is a quality one except that it lack features like focus, Brightness,…….
The “Draw” and “college” feature was so good. No other apps on windows phone give such many options like size, opacity, and all. Even apps built only for drawing don’t have features like opacity.Collage was superb too.
PICSART “Shop” is a very good store just like WP Store. It loaded ver quickly even on my very slow 2g internet connection
The main Feature about the app is that we can import photos from Facebook, Cloud, Picasa, Google and so on
MY NETWORK:
Its an impressive way to follow someone or the photos , so that we can keep track of our intersts
INTERESTING:
Surely I loved it so much. The photos shown are marvelous and it even upadate every minute.I was like “which photos to save first”, its that fantastic. But it lacked the feature to save photos directly.Insted we have to copy URL and have to browse on internet.
CONTEST:
A best way to reveal our talents on Photography and Drawing to the world.Unlike most other apps , PICSART contest several competetions every month.
TAGS AND ARTISTS:
Another quick way to find photos. Through tags it makes easy to find photos related to a topic, like World Cup.And thrugh Artists , it make easy to find photos of our favorite photohgrapher.
……………….WHAT I LIKED (WINDOWS PC)……………..
From the above given photos in the article,I think the features on Windows 8.1 are same as that is on windows phone. The only difference I found on the picture is that there is an option to make the photos as Locksscreen which is not there in the phone.other that that, the difference is the way in which things are arrtanged on windows. I couldn’t find anything new unless I had a Windows 8.1 device.

The app has a very good built in quality. I found many unique features in PICSART that other apps do not pocess. PICSART is the best for editing and sharing of photos.I think its much better than Instagram.

The UI is so friendly, I would say this app is a perfect but still incomplete option as a mobile Photoshop, the filters are simply awesome and it runs great on my Lumia 520, I use a painting app but I can't configure the size of the 'brush' as this app lets you do it, a great free app, If it could let you edit some video frames it would be perfect.

A general point, amazing seeing all these universal apps, especially on Windows 8.x/RT. I never imagined using my PC in such a manner, it's neither tablet or laptop, just a 'computer' doing 'computer things' for me.

PicsArt has one of the best UI. Windows Phone version has the beautiful 'Metro UI' which look really great. The main page gives you the option to edit your pics, swiping left or right, will show you more options like community posts e.t.c.
The UI in editing section is kinda 'Androish' but still I like it.
Windows 8 version is also beautifully built. Tbh, I find UI of Windows 8 version PicsArt much more easy too navigate through, it's quite simple.
Splash Screen is good, but could be improved.

Like I said before it is really a solid app & pretty much everything about this app is great. However here are the few things I like the most.
• Beautiful UI, which is easy to navigate through.
• Has it's own well organized 'Instagram' like community.
• Daily theme-based contests to keep things interesting.
• Have a HUGE collection of filters/effects/frame/collage e.t.c.
• App is free (Although there are IAP to buy more effects).
• App's size is not very large.
• It is a universal app.

Honestly there is not much to dislike about this app, however no app is perfect, so I am goona list few problems with apps.
• Alot of features were removed from Windows Phone version of PicsArt which is annoying.
• Windows Phone version of app is really slow to load filters & effect.
• Picture is quite small when you are editing a picture.
• App crashes sometimes when you are editing a picture in Windows Phone.

-A cool and beautifully designed app.

• I liked the artists section the most where i easily decided which photographer to follow.
•I also like draw section very much. I am addicted to draw section where i made only stupid drawings.
•Effects section is also good with so many effects i need to edit my images.
•I don't found collage section interesting because of bug which l discussed later.
-Easy to login with any account.
WHAT I DON'T LIKED ABOUT THE APP:
- I have difficulty in downloading themes from shop saying can't download.(using 2g network)
-In the draw section there is no option of undo one step. I have to delete what i drawn and started from zero.Also in the draw section rubber is rubbing in other colour.(bug)
-In the collage section i can't set background image.(don't know why???).(looks like bug).
-No tutorial in the app and not having help section in the app.I found difficulty operating some sections in the app.
-Resuming the app after a long time the app crashes itself or automatically close.(Bug)
SUGGESTIONS OR HOW COULD MADE THIS APP EVEN BETTER:
-Give the undo option in draw section and change the colour of rubber to white and please give option of full screen drawing.
-Give a tutorial in the app.
-Fix the above mentioned bug.(can't set background image in collage section).
-Make this app better to run in 2g network.
OVERALL RATING : 8/10
Overall impression of the app is good.I think a photography lover loves this kind of app where they share their photos with the world. Some bugs have to be fixed.

Picsart is really a very promising and day by day including new features for better and faster Photo editing even its UI is awesome and user friendly to work and play with.

I really like the universal apps in general since I can use them with very similar UIs on both phone and surface. This one especially since the filters and options are similar and easy to use. Though, I would like some additional options and maybe a transfer of most used options from one device to the next, so that my most used filters appear on both at the top. Otherwise, especially for free, this is a great app. How about some premium filters or other options?

I have used this app on the phone for a long time. mostly for little edits and things before i pull it into Fantasia Painter. Its definitely gotten better over time but Fantasia is just the top of the line for mobile picture apps. That said... I love this new windows 8.1 app. It much easier to use on a larger screen. While having layers in the drawing section is nice it would be better if they could be used everywhere, layering and hiding multiple applied filters would really put this app over the top. One thing that make Fantasia the best mobile app for pictures ever (even not having been updated since wp7) is that you can draw your filters and apply or remove them from any portion of the image you want. having masking and layers in the filters section pics art would push it over the edge and really make it a number one picture app. you can already do amazing things with it, it just needs those little tweaks to take the next step... and while i have mentioned that other app here a few times, its worthy to note that fantasia hasn't been updated in forever and the guy seems to have disappeared... maybe picsart could go implement some of his ideas in their product? I'd really really love to see the ability to draw apply a filter on the larger screen in an app. thats all i have for now. Great app!

This is a good app. Very well done. And as always. I think it's important to have the apps on both Win 8 and WP8. I lean towards pairs like this, it makes it easier since the "same" app is in both spots.
