It's a simple package that includes a skeleton app, which only requires you to alter one line of code and insert the blog URL, and a plugin .zip that is to be uploaded and installed on the website. Full instructions located below:

This may be an unpopular opinion, but these "apps" that repackage and present blog content are just lame, especially when all you really need is a decent mobile stylesheet. I mean, what does an app version really add in terms of functionality? Those I've tried typically just show a lead-in for each post. If you want to read the whole thing, then it links you out to the website. Wow, thanks a heap. It usually also jacks up the layout for all but the simplest posts. Live Tile support...can't you just pin a favorite website to the Start screen?Worst of all, this just floods the Marketplace with a bunch of junk apps. Just my 2¢.
